Well, as we've seen in Naruto, implanting a piece of someone can be fatal. You can end up getting taken over by their DNA, and apparently turn into them. Meaning, apparently they basically just turn into the person, and lose dominance over their mind and body, or else it wouldn't be a problem, would it?

So, it seems it doesn't matter how long they've been dead at all, as long as you have a piece of their body on you, it can take you over.
Now, my question to you guys is if you think Kishi will use this to bring someone back to life? It's a convenient way to bring people back into the story, but I doubt he's going to introduce people who have pieces of other people's body implanted into them.
