Prior to his mastery of his mask, Ichigo's mask only lasted 11 seconds. To become more skillful in controlling his hollow Ichigo had to become more hollow like. If that's what it means to master a hollow maybe the vaizards hollow powers can become significantly more powerful, even to the extent Ichigo's latest mask is. Both Tousen and Ichigo embrace their hollow powers fully and both can keep their mask on presumably indefinitely. Maybe the time limit on the vizards masks, imply deep down they still reject and fear their hollows.
I'm hoping when pushed to their limits the vizards will have to rely fully on their hollows that and that will push their hollow powers to their limit.
