About Wiper, not only he had some of the best outfits, but his hair style was pretty cool, and the tattoo

Because it is supposed to discredit him, it is a parody of the cool and badass, or in Oda´s words, hard-boiled stereotype of characters.

But yeah his looks are the worst. Surprisingly in the FB he looks nice, in fact he used to dress in the same fashion as Sanji. I think it's deliberate since Sanji is supposed to be based on a character called Mr Pink(Mr=Senor).
I wanna add that DD looked really nice in a suit. I wonder what color it was.
