Introduction
There seems to be a very common conception that Corps Commanders are Top 100 Rankers, but I honestly find this to be very unlikely. In fact, I think that ALL the Corps Commanders that we've seen fall outside the Top 100.

Distribution of the Elite High Rankers
My reason for this is the distribution of the Top 100 Rankers and of Floor Rulers.
  • All Floor Rulers should have the strength to become a Corps Commander:
    • SIU said that a Floor Ruler is a force comparable to Evankhell.
      • Evankhell was regarded by Yasratcha and McCage as a superior threat to Kallavan.
  • Becoming a Floor Ruler is a massive boost to one's Ranking.
    • Without her Floor Ruler position, Evankhell isn't in the Top 100 High Rankers.
      • This was explicitly said.
      • Killing Evankhell only places you in the Top 200 High Rankers.
    • Being a Floor Ruler bumped Evankhell's Ranking by more than 40 spots.
  • There are several people in the Top 100 that are not Floor Rulers *
    • FUG Executives
      • Jinsung
      • Any other Elder or Slayer that is Ranked this high.
    • Wolhaiksong Executives (other than Baek Ryun)
    • Zahard Princesses
      • Maschenny
        • No indication whatsoever that she's a Floor Ruler.
      • Adori
        • She is the Captain of Zahard's Royal Guard and so most likely resides on his Floor
      • Enne
        • She's sealed
      • Garam (if she's in the Top 100)
      • Any of the missing Princesses
      • I wouldn't be surprised if none of the Princesses are Floor Rulers
    • Some Branch Leaders
      • E.g. Whitegarment Widow if she's in the Top 100
        • The fact that a Top 3 Branch Leader is a former Floor Ruler strongly suggests that the elites of the Great Families are not actually Floor Rulers.
        • Unless there are many members of the Main Family stronger than Whitegarment, whoever replaced her as Ruler is probably weaker than her.
    • The Deputies of the Family Leader
      • They seem to reside with the Family Leader on their main Battleship.
      • They are expected to take over for the Family Leader in times of war.
    • Irregulars
      • Phantaminum
      • Enryu
      • Urek
      • Some of the sleeping Family Heads maybe
    • Elite servants of the Zahard Family
      • Corps Commanders of the Zahard Army
      • The top member(s) of RED
      • The top member(s) of the Royal Guard
      • Others
    • Politicians/Zahard Administrator Elites
      • The High Priest (Stuah Arthur)
      • Chairpersons like Arvin Lou
      • The Minister of National Defence and other Ministers
      • The Chief Guide of the Zahard Family (Evan Edrok)
      • The Three Lords
        • Assuming that they aren't Floor Rulers themselves
      • Other Elites of the Zahard Administration
  • Outside the Top 100 are several non Rulers with Floor Ruler strength
    • Blue Holes like Khel Hellam
      • Maschenny mentioned "countless Ancient Warriors" that vanished from the Rankings at some point.
    • Prime White
    • Black Ops elites like Lyborick and Papa Baylord
      • Each of the Great Families probably has their own black ops units.
* Some of the listed people may not be Top 100 in Ranking, but excluding the politicians, they all have strength sufficient to be Floor Rulers and are not Floor Rulers.
I'd guess that at least a third (and maybe even up to half) of the Top 100 are not Floor Rulers. So it may be the case that half (or even more) of the Floor Rulers fall outside the Top 100 (32 of the 132 must of necessity fall outside the Top 100, and considering the number of Top 100 spots occupied by non Rulers, we can easily see another 30+ Rulers that fall outside there).

Interlude: Rarity of the Top 100 High Rankers
The claim that Corps Commander tier fighters are representative of even the lower Top 100 seems flat out false. We're looking at more than 150 and closer to 200 people with Floor Ruler strength that fall outside the Top 100. It seems very likely that more than half of the Floor Rulers are not Top 100. So the median Floor Ruler is not a Corps Commander.

The only people currently in the Nest that have been explicitly mentioned to be in the Top 100 are Jinsung and Maschenny.
  1. This information hasn't been mentioned in the Webtoon and may have changed.
  2. Both of them are very influential and (in)famous, so their Ranking isn't necessarily just strength.
    • Maschenny
      • She is the only 13 Month Princess in the history of the Khun Family.
        • This makes her very rarefied even in the history of Khun Princesses.
        • SIU said that Princesses of the Great Families are "especially influential and powerful" and "will become the central power of that Family in the future".
        • Unlike Yuri, Maschenny is several thousand years old and would have had ample time to acquire and consolidate influence.
      • She helped capture Enne Zahard.
        • Of the 4 Princesses confirmed to have fought Enne, she's one of the two survivors.
    • Jinsung
      • He is a VVIP of the Ha Family.
        • He knows and was close to Ha Yurin personally.
          • In the Lo Po Bia Family, only the strongest Branch Leaders even got to see the Family Leader.
        • Yurin even brought him along to see Zahard several times, and they even shared many conversations together.
      • He is infamous for eradicating an entire Branch of the Ha Family.
      • He used to slaughter several members of the 10 Families on sight.
      • He trained Slayers at FUG.
Even if you think Corps Commanders are comparable to or above Jinsung/Maschenny in strength, their respective infamy and influence may be a reason that they are ranked higher than them.
(To be clear, I don't believe that the Corps Commanders are stronger than Jinsung [and especially not stronger than Maschenny], I'm merely pointing out that such a belief is not reason to expect Corps Commanders to be ranked in the Top 100).

Conclusions
I think it's just flat out wrong to try and suppose that Corps Commander tier fighters are necessarily Top 100. We have no indication that they actually Rank that high and many reasons to think they don't.
So far, there are no indications that Corps Commanders are above the average Floor Ruler (comparable to Evankhell in strength). And considering that around half (if not more) of the Floor Rulers fall outside the Top 100, I think the average standard for Floor Ruler and Corps Commander should be taken to be Top 200.

That is I flat out believe that it's more likely that the Corps Commanders we've seen are Top 200 than they are Top 100. Lyborick in particular was probably not even in the Top 300 before he was selected as a Corps Commander.

  • Evankhell was regarded by Yasratcha and McCage as a superior threat to Kallavan.

Kallavan almost defeated Ha Jinsung (Top 100) on his own (Maschenny helped, but the fight was almost over by then). I believe Kallavan is top 100 as well.

We don't have enough data about Lyborick, we would be able to assess if his fight with Kallavan had a proper ending. But I would guess he isn't (he was about to lose to Kallavan, but it is still a very imprecise guess).

Yasratcha might be, but I don't think we have enough data to assess that as well. But, I would guess he is (he easily handled EVH, which has been handled easily by Kallavan also. He also defeated Yama twice, ok, he might not do that again, but still...)

Can confirm. This was in their talks when cat tower was being set up and everyone was arriving to start the game. Unsure of exact chapter but that should get you close enough.

McCage consider Evankhell to be the most dangerous yet Yas is not worried about her and asked why. Yas has an idea where she wants to go and because of that he's not worried.

Only because his abilities, instead of wiping Kall', they didn't the reverse and PUed him to insane level.
Post-PU Kall' can effortlessly any low (up to mid) level top 100 HR.

kallavan would demolish lybo even if he didn't get power-up,though he needs to be at super condition. He wasn't even able to make extremely tired, lost one arm kallavan bleed ''properly''.

Nothing suggests a normal fresh Kallavan can beat Lyb' in a fair fight.
The latter one sidely overwhelming him before using his strongest assert (water vapor amped lithening), it just happens that Lyb's strongest card happened to be a massive booster for Kall'.

There is a reference to that in a blog post but in fairness it's not particularly clear cut:

Yama and Yasratcha are fighting viciously hehe. Yasratcha is one of the most well balanced fighters among all the characters we've seen until now. If you only look at 1 to 1 dueling, Kallavan may have the advantage, but actually on the battlefield, well... This is not made any easier because Yama, as we see in the work, isn't able to use his strengths against him and in fact receives a debuff.

There's some skill differences too, but it seems that Yasratcha knows a lot about the Canine race, so this seems to be a poor match up for Yama's side.

Personally, I think Yasratcha is less so a villain but more so Yama's Rival? an inevitable enemy he must fight? or someone along those lines. It would be better, if instead of having a decisive winner or loser, there was more of Yama the character learning about himself and growing as he clashes with Yasratcha... or that's what I think. I mean... it's going to hurt a lot though hehe
It's a bit of a stretch to read that as kallavan simply being stronger than yaratcha. Overall the implication appears to be that the two are close. Specks, circumstances and type advantages are bound to matter. Though yaratcha seems almost endlessly versatile if he actually is one of the most well balanced fighters there.

Nah, this is a pretty big stretch. Lyborick has been consistently shown as an incredibly strong fighter. Even SIU refered to him as extremely strong from the get go. Now, the point that I do think is worth mentioning is that there is no scenario where lyborick's mist plus electricity works on kallavan. Which is some BS but something which lyborick has to deal with...
