Question Cover pages in the anime

Why did Toei not take the chance to animate the cover pages as a short outro at the end of each episode when the schedule allows it? Many of these scenes are canon, and anime only viewers never see them. It would not be a big effort to add about thirty seconds as a post credits segment at the end of the anime. What do you think?

All of them are canon.

They animated Buggy's and Koby's cover stories back in the day as normal episodes between arcs. I don't know why they stopped.
