Limits- Cannot be existing One Piece Characters

I'd have had other conditions rather than not being able to use existing OP characters; that sort of removes the fun in being able to create a crew based on the manga.

Off the top of my head, limitations/conditions could be anything like: xx amount from certain organisation/groups/tiers (such as assigning value to characters and only allowing one from each or a set total value), must include a SH, a female, etc.
