So we know there is this new thing going on. I had couple things I want to discuss:

1) What other people do you want to be a part of this from previous arc?
2) Particular people they assign bounties to and the amount?
3) When are they active participant in the story again?
4) How do you like this new development?

Like I said before this like a lesser Rocks crew but their leader is a joke. Buggy might be as lucky as Luffy. To be honest it would be awesome if there were more ex shichibukais but I would not be okay with them calling Buggy their leader. They probably banded together to stay safe and also because they can all mutually benefit from each other.

Personally, I think this is awesome that they formed the Cross Guild. It seems like everything is coming together. As many have predicted, the strong are all vying for power their own way. Ex Shichibukais band together. Bb is hunting dfs. The marines got the Science division and even more powerful pacifistas now. The Cross Guild have some exciting members plus some members we don't know yet. I'm sure there will be a lot of familiar faces I wonder what Galdino's reaction was like to meet Crocodile again lol. I'm sure we will see moreof these guys soon because A. They are now a pivotal force and B. The manga don't have that much "room" left to not explain the rest of the plot holes. In other words I hope Oda will be given no choice but to show us more given his time constraints hehehe.

Well then if we are going to start going in that direction, I vote Gaimon to be in Cross Guild.

The cross guild is an excellent place for old villains in the story who at the time had a possibility to appear in the future to actually show up. Kuro, krieg, gin stand out a fair bit... Of course, none of them would amount to more than foot soldiers in the new world unless they had important increases in strength.

If the cross guild has crocodile and mihawk then buggy got his hands on both brains and muscle... And even as the pirate dispatch organization the organization was probably already pretty significant.

1.- To begin with the pirate dispatch organization was a money making scheme. It's extremely likely that buggy in his short run as a shichibukai became comically wealthy.

2.- In terms of militia buggy's forces are good enough for a yonko to envy. Even his original level 5 and 4 prisoners were pretty significant. And the implication remains that his forces only grew since then. Even level 3 prisoners had bounties of 50 million... Buggy started out with hundreds of people with bounties of 50 million or higher.

I'm definitely liking Oda adding powerful people on the pirate side who aren't fighters. We've seen on the WG side of things you have people in upper positions that are more strategic than combat oriented. Oda is doing it in his own comedic way but clearly Buggy has been effective in creating essentially a corporation where he is the CEO and this corporation is now very profitable.

I think we can expect to see a lot of the lone wolf characters we've seen throughout OP as part of this organization. Since its also all about money, I'm guessing pirate groups that are more interested in treasure and less interested in being PK would join.

Magellen could solo Buggy crew without Mihawk. So I'm not that impressed by this Cross Guild unless they got more people like Mihawk and Weevil calibre.

I will use the relative portrayal of marines to certain pirates, and assign based on that.

1. Garp - 5 billion (the only one in 5 billion, fitting to his portrayal with Roger and prime WB)
2. Sengoku - 4.6 billion
3. Akainu - 4.5 billion
4. Aokiji/Kong - 4 billion
5. Kizaru - 3.8 billion
6. Greenbull/Fujitora - 3.5 billion
7. Rob Lucci -1.6 to 2 billion (assuming he's actually as strong as Sabo)
8. The other three code named vice admirals - 1.5 billion
9. Coby - 500 million

3) When are they active participant in the story again?

When the final war happens for sure.

But before that......maybe if Buggy (and especially Crocodile) hears about Pluton

4) How do you like this new development?

Yes, definitely!

Best thing in the manga since chapter 1010.

Magellan no diff'd Blackbeard who defeated Ace. Plus others in his crew

And Ace is definitely at least YC2 tier, maybe even bordering on YC1

But then again, BB and his crew was careless.

Maybe Weevil? Though I'm not too keen on that. It's already the former Shichibukai crew, but I feel adding one more just makes it stupid to me and I really don't know why, lol.

The most important ones will be the Admirals and, I imagine, other Yonkou and their crews. Makes snese given that they were already hunting pirates before. Now with the run to One Piece about to really kick off, it'd make sense that'd they double down on Buggy's rivals. I think the pirates will keep their bounties as is, but the Admirals and a few key marines will probably get bounties 2 billion+ at the least.

3) When are they active participant in the story again?

Should be fairly soon. Would honestly be a good time to pay off the whole Captain John's treasure map as that could potentially be an alternative to the Poneglyphs. At least, it would get them up to a point where they can basically mooch off of everyone else's directions.

4) How do you like this new development?

Fun and partially expected. Mihawk, I figured would end up joining someone for the last run. Didn't expect it to be Buggy and didn't expect Crocodile to join in.

Eh, I think this is underselling him a bit.

Koby isn't raking in the feats, but, despite his late start, he's shown to have a rather impressive growth rate somewhat similar to Luffy. Not on the same level, obviously, but still impressive enough. Given that he's hanging in the New World and a member of a specialized Marines Unit, I'd say that's enough to give him the benefit of the doubt in terms of strength. Not saying he's worth a Billion, but he's certainly worth more than 100 million. I'd say 300 million is the least he'd earn.

He was impressed by Kyros, but Kyros was also impressed by him and praised him for some of his off-screen endeavors. Whatever the Rocky Port Incident was, it clearly was something of note as it gave both him and Law notoriety.

Who knows, maybe he managed some impressive feats against Boa Hancock.

To people of the OP yes. As for Mihawk role in the story ended the moment he chose to become Zoro mentor. Just like Shanks I don't think the SHs will see Mihawk again.
