The catch up material won't get available any sooner by not putting up the current material as it comes out, and so those who were getting it from bootleg sources can jump over right away, while those who only rely on legit access get it as soon as they were going to be able to have it anyway.
Add on top of that, the catalog rights and the simulpub rights are likely handled by two different departments in the Japanese publishing houses, and getting the catalog (tankoubon) side to hustle in order to build business for the simulpub (serial) side may also take some doing.
And there will likely often be a few chapters gap anyway, just like in Japan, where a reader that came across Space Brothers in a serial and liked it might be able to find a manga cafe with the 22 released volumes through to Ch.214, and the most recent chapters in the serial that it appears in, but since people often toss serials into the trash when they are done with them, after their commute to work or school, it might not be so easy to find some of the first few chapters in the volume currently being written.
We can all guess what kind of sources some Japanese readers will turn to in order to fill in those kinds of small gaps, because if those sources didn't exist, the bootleg translation groups that rely on those sources would also lag much further behind Japanese publication.
As far as Western readers demanding immediate, starting from the first chapter access to series at one, low, "all you can read in a month" price is a much sweeter deal than any Japanese reader gets from any legit source, so its likely going to take some convincing to get Japanese publishers to give Western readers what they will view as premium deluxe service at cut-rate, bargain basement prices.
