I don't think human skeletons are required (nor graveyards, except for the ambience). An Akuma skeleton is made from Dark Matter. The only reason Alma, for example, became an Akuma (and not just a Second Exorcist with a serious grudge) was because of being fused with a piece of the Akuma Egg.
I don't think anything like that was ever stated out right, and as others have pointed out, the Earl brings the Akuma skeleton to the revival himself. It's probably a mixture of reasons: no body = no evidence for family to try to collect and no solid proof that someone has died, it's also a way to save on space (since the Order is a secret organization and doesn't have graveyards mapped out for the number of people that die pretty regularly), and as a potential way to sabotage the Earl's creation of Akuma. After all, the Order doesn't know exactly how his powers work, and I'd say it's pretty rare anyone would see an Akuma be created and live to tell the tale. Aside from that, cremation is seen as a way of purification after death in many religions/cultures.
