Simple answer i can think of is Hiro himself didn't know what he was writing in the last arc. His main goal in alvarez was to hype team natsu specially natsu and erza.

Well it's seems irene enchantments contain reality warping properties so her being OP sniper is not that weird.

Ya If MP isn't a factor then i don't see how irene being above Dimaria. Since she hasn't shown any counters like august. So we can only come up with asspull theories. Here what i can think of,

1)Irene is a Reality Warper (Quite Impossible)
2)Irene herself know Time Magic.
3)Irene in Dragon Form might have some resistance to magic so she might be able to move in age seal.
4)Because She Is Irene.
