Zoro.

Why:

A. He is my favorite character
B. He is the bounty hunter with the most story development
C. He shares my color: Green
D. He's badass

Although, arguably the Strawhat crew as a single entity is probably the best but they don't seem to get to collect the bounty after taking down the top criminals of each arc. Instead the marines take credit (and of course then they get to save big on the bounty reward by not paying it out) or the story gets swept under the rugs. Singularly, the award goes to Zoro in my book.

I wish bounty hunter were a true threat in this manga instead outside of zoro they have been underwhelming.

With bounties everywhere you'd think there would be way more (strong) hunters than that.

If there's truly one BIG, gaping, air-sucking black hole in the One Piece world lore, it's the lack of Bounty Hunters. If Mihawk had been one, that would change everything. But so far none are represented. All we know is that apparently Marines get the bounties, so they aren't uttery worthless numbers on a wanted ad. So maybe in their ranks they have bounty hunters, though given their general weakness and ineptitude for anything below Vice Admiral Rank (if then), that's not giving much hope.

In my opinion, this is something Oda did in fact envision during the early years of OP. East Blue had lots of focus on Bounty Hunters, or at least acknowledged their logical need for existence in the world overrun by wanted pirates with big prices on their heads. But, after Grand Line's Whisky Peak, nothing came of it again.

If we recall that Alabastia was supposed to be the end game, worst case, then probably Oda just assumed it was something not worth developing further... Mihawk might have, in the early days, been a sort of assumed bounty hunter. He WAS actively hunting pirates after all, and during a time before the Warlords had gotten clear plot and political relevance and placement established.

In other words, expediency. The hunters were there in the background by assumption at first, but by and by Oda moved to new plots, new visions for the story (such as moving far and away from the colonial age of sail placement to a more wacky Vegapunkial revolution of technology. With sails. Oda, being as meticulous as he is, probably realized his mistake some time in the past. A long time, likely far earlier than we realize, but just didn't have room for them and let the bounties remain (seeing as how integral they are), but left those that hunt them go entirely undeveloped.

What's so utterly bizarre is how there were even references to bounty hunters up even until dressrosa. We know they exist. We know they are active. But Oda has gone out of his way to portray them as wannabe Marines, basically, or just criminals in their own right (like the cactus guy from the colosseum). And I guess that's our answer. Anybody worth anything either gets branded a criminal themselves and becomes a pirate (Zoro) or maybe joins the Marines by threat. And those that aren't worth anything stay as far away from New World pirates and their inhuman Titan cap'ns.

don't forget Jean Ango & recent new filler anime arc.

But yeah, OP still lack bounty hunter characters. Oda too much focused to Pirates.
Aside Zoro, Daz Bonez still my fav bounty hunter. He's cool, a bit strong, loyal, has unique DF, and badass too.

The Baroque Works and Franky Family are bounty hunters organizations. Technically all Shichibukai should serve as bounty hunters, but I only recall Crocodile saying he would capture a pirate for the prize.

I think Zoro would've been a great bounty hunter but he's not one anymore.

Even Franky was a bounty hunter of sorts, but yea of current ones, Jean Ango seems to be the best....

I'll always hold the opinion that Smoker should've been a Bounty Hunter at the start. Tashigi probably should've had Smoker's rank and then we could've seen the potential tension between the two career paths.

Then, after the timeskip, Smoker could've been conscripted into the Marines like Fujitora and Ryokugyu.
