plus overhaul was shown taking eri to a machine which implys that overhaul was taking eris blood for those anti quirk bullets through that machine not his powers plus there was a guy in a white coat there taking off her bandages

so while stains ability is to stop a persons body for moving paralyzing them for a period of time by taking their blood into him eris ability is temporarily stopping a persons quirk for a period of time by having her blood get put into them

I don't see it. Toga and Blood have blood-related Quirks as well. And I don't think Eri's Quirk is necessarily blood related, he is making the bullets and I guess the drugs too from her body. When she is using it by herself I doubt she needs to use her blood.
