It's always hard to really guess what authors can pull out, but the government plot has been the main underlying plot in Gintama. If it gets resolved now, including Zura's plot being tied in + Takasugi and Kamui then there's nothing left really for a better climax.

Yeah I agree, I don't really see what could come after that, though I guess the Tendoshu are still there. As long as the amanto controlling things behind the curtains aren't stopped, it won't simply end with earth government. Sorachi could prolly include them in this arc too though, just like the last arc, so who knows.
