That's a nice theory. Set aside the proof we are all too lazy too search, i'd like to believe that too.

People in gold.d.roger generation doesn't seem to have any df ability..
Such as garp, don chijao, granny nyon, rayleigh, crocus, except...

BROOK. Dang, holes in my theory. :(
Well Sengoku probably had it back then already.

Anyways, Buggy's knowledge was probably with rookies only, any senior was probably playing with them. It is also from Buggy's memories, which could be limited..

Number 1 - Roger gave himself in and walked willingly to his dead. No need for kairoseki cuffs.
Number 2 - However, I believed Roger's fruit was the power to hear the voice of all things, as stated by Rayleight on Saboundy

Hmmm... No 1, i don't think the marines will do that (lower their guard) just because Roger gave himself up.
No 2, that power of hearing the voices of all things, i don't think it comes ONLY with devil fruits. Aisa and Enel (skypiea arc), even Rayleigh can hear certain things with haki. But only Roger and Luffy that can hear the sea kings (+going merry).
Luffy cant have multiple df so that ability so positively that power isnt from a df.

But seeing Roger's message in the ponegliph in skypiea, I believed he went there twice.

I doubt the wooden cuffs are much of an issue in regards to making a point in favor of roger not having a fruit. To begin with roger turned himself in and the government presumably new that. Second is that the whole thing was probably drawn without having anything in particular in mind when it comes to what roger could do. We have seen the sheer levels of strength people are capable of in the manga. Looking at the harudjin fight recently the guy punched a member of the doflmaingo pirates hundreds of meters into the air even though he weighted 10000 tons or something and the giant in question is not even that strong to begin with by new world standards. He has ok strength but nowhere near the strength of a shichibukai or people who matter. At most a relevant crewmember in a competent crew. Roger was presumably the strongest pirate of the strongest crew. With that in mind I doubt actual wood could hold him back at all. Another thing worth noting is that even if this argument made sense there are plenty of abilities that would not necessarily help or otherwise interfere with someone's ability to break out of handcuffs. It all depends on the fruit in question.

as i can see roger wanted to die... he didnt needed any seastone handcufs to begin with...

but i think when roger was first mentioned author didnt think of seastone yet. or haki for that mater. he adapted haki from concept of mantra.
i think that Oda invented those things as he went along and seastone handcufs wasnt on his mind when he wrote Loguetown part.
