Yeah you're right Gildarts will most likely never be surpassed however it doesn't mean others can't be just as strong as him.
Nobody is as strong as gildarts. That's the point. Gildarts will never be surpassed. He will keep being the strongest in the guild. After Alvarez arc the author still considers gildarts the strongest. Power ranking in fairy tail never changes. The fact that base natsu gray and gajeel haven't fully surpassed Mira Is the evidence.
