I'm having some difficulty with a roughly three lines from a manga and need to ask for anyone's assistance on the matter:

ちんか失礼ちんか視緑を惑じる <---Couldn't read the small katakana properly, so it may be incorrect. It's the small text in the top left corner.

3rd:
ちんか失礼ちんか ---> なんか失礼な　　(It is hiragana, not katakana.)
