It could be a clone...or it could have just been a further injury to that eye? Or maybe even some sort of hallucination. But he has the same scar below his eye that the Snake in the Ground Zeros trailer has. It's weird...also, that guy with the bandages all over his face seems to be that same guy with the burned face in the Ground Zeros trailer. Then there's the tagline "From FOX, two phantoms were born". The guy with the burned face is maybe Zero? Not sure.

No, I don't think so. Volgin would be dead by this time. Which would be enough to say it isn't him, but then you have a vision of Volgin in The Phantom Pain trailer, so I don't know what to think.
