There is some text in a bubble, where the top half is normal black, but the bottom half has this sort of effect, and I don't know how to create this effect on photoshop. I have heard I need to find a source gradient for it, but I don't know where to find one that makes the text look like that image (or even like this, which is an english typeset I found that is similar enough). How can I make this effect on the typeset?

Edit: Correction, I should have said "Gradient" in the title rather than "Pattern".

Is it a magazine raw or a tankoubon raw? If it's the former, it might not be something the author/artist actually intended on making - might just have been made due to magazine's poor print quality.

If you in fact need this sort of pattern, this is how you can get it:
1. Typeset the line.
2. Go to this layer's blending options>overly patterns (bottom of the layer panel>fx button>overly patterns).
3. Drop down the Pattern menu, go to the settings (the icon on the right top corner), choose "Texture fill" from the list, click OK.
4. Choose the pattern you want and set the scale you want. The "Frozen Rain" pattern should work.
