You need effect Outer Glow and element size increase size so it will make like that

If you’re using photoshop then select the layer that contains the text you wish to effect. Go to the layers menu, under a submenu (layer effects I think) you will find the stroke option. Select it, select how many pixels you want it to effect (the more pixels selected the bigger the effect), make sure you select outside, not inside and then select the colour you want the effect to be.

What's more, the previous reply was correct, while yours is wrong. The effect he wanted to achieve is clearly outer glow, not stroke. Stroke is solid, while outer glow (dependent on the settings) can be both solid or fading (which he wanted).
