I'd say it's Biscuit. Togashi likes doing stuff like this for a change. Though I can't name any examples from the top of my head, he's done stuff like this before.

Yeah I'm pretty sure it's Biscuit. Togashi, like a lot of other mangaka, sometimes likes to make random covers which don't have much to do with what's in the actual volume, or which feature characters in a different style (like in Tsubasa and Bleach, not just volume covers but chapter ones as well).

I say it's not Biscuit. Nothing matches. The only reason to think it is Biscuit is that Biscuit is in the volume.

But every other volume the character on the cover looks like the character inside. Even the Chibi covers have SOME sort of resemblance to the characters
to the point that you can instantly recognize them. For instance Volume 12 there's really no difficulty discerning who is who. Even with chibi style.

Actually, it reminds me more of the Volume 5 design for Kalluto--the face that is. Very similar eyes and Kalluto had a doll like appearance at first.
I'm not saying it is Kalluto but visually speaking I see more of Kalluto (naturally dressed up) then I see with Biscuit.

But I think it's just a random character.

But the hairstyle isn't anything like Biscuit.

Maybe it's one of Togashi's early concept art of Biscuit. Then he changed his mind and revamped Biscuit's personality. I don't know. I just think it would be cool if he's showing us concept art and we don't even know it.

Yeah I was also thinking that. Along with the stuffed animal (remember Alluka has a lot of toys)
Also the black tights and shoes feel more Alluka like than Biscuit like.

Too bad we can't ask Togashi and no interviewer has thought to do so.

Maybe it's just Biscuit posing for a fashion shoot? Kidding, but perhaps it's just an exception to the rule when it comes to HxH's cover art.

Regardless of who it is, that's one sweet looking cover. I love it when it looks like Togashi actually did a painting for a cover!
