You forgot Kalluto. The other trap of the series who kills with PAPER!
For Milluki, he's more brains than brawns. He's the intelligence department. But since he's not a hunter he can't get everything. We also know he's an inventor, but according to Zeno he only makes useless things. The mosquito idea was interesting though, and he killed 10 people to get the money for the auction so at least he got some skills, but not the usual ways.

This may draw criticism, and I don't mean to offend, but I would compare Milluki to someone like Shalnark. Shalnark is clearly a formidable foe, but relies on gadgets and nen manipulation over sheer manpower or more direct combat. Milluki is clearly more brains than brawn, and I'm assuming he's managed to assassinate a few people (ex. asking Silva for 15 billion jenni for 10 or 15 kills or whatever).
I have no idea if he can use nen. But I wouldn't put him in the same category as Killua and Kalluto who are clearly more direct combat types. And Illumi, who possibly has a better developed manipulation nen.
But if he had to fight Hisoka, I think Hisoka would take the win easily.
Kikyo... I think she has skills. And she hails from Meteor City. I haven't seen someone come from there that isn't in some way bad ass.
I'll ask another question. Clearly the Zoldyck siblings are, for the most part, gifted in one way or another. How do you think Killua's (the favorite) potential and skills compare to his siblings. Do you think he'll someday surpass Illumi? Kalluto seems pretty gifted too, considering his sophisticated nen at the age of what, 10?
So Milluki and Shalnark would be about evenly matched? Sounds about right.
I didn't think Milluki would stand a chance against Hisoka. But Hisoka we seem to know a good bit about his abilities so he's a fairly good benchmark.
