Orochimaru is known as being the strongest of the three Sannin. He was the 'genius' of the three and surpassed Jiraiya in almost every way. He was powerful, smart, and immortal to boot. In essence, the strongest of the sannin.
However, after Jiraiya vs. Pain, we see the extent to which Jiraiya is powerful, and almost immediately it seems he is far stronger than Orochimaru. He can summon powerful frogs that comply to his will, as opposed to Manda who never really gave a crap, and he can go sage mode. Even after his battle with Pain and his death, Pain says that 'without this secret they would have never won', and Zetsu remarks that it's no surprise it took Pain a while because his opponent was Jiraiya.
But when we look at the other side, it doesn't seem that anyone in Akatsuki really regarded Orochimaru as powerful. Itachi and Kisame, when pinned against a fight with Jiraiya, fled immediately, but when pinned against Orochimaru, Itachi managed to kick his ass and slice off his hand in the process before capturing him in a genjutsu.
And yet, Jiraiya kept going on about how much stronger Orochimaru was than him, and how much he couldn't stop him from leaving. I really just can't draw the connections...
Evidently, Jiraiya is stronger than Orochimaru. I'm sure Orochi had some moves up his sleeve he never showed, but really I just don't see him being able to fight against a Sannin Jiraiya.
