I'm kind of surprised that we don't have any threads on this particular topic up yet, so I started one haha. That said...

1. What is up with the Simon Family?
Okay, so we know that they're an old family whose history dates back before Primo's time. Sometime between now and then, the Simon Family faded into obscurity, delving so deep into the shadows that not even Reborn knew of their existence without doing a bit of research. So far, each one of their featured members has showcased a considerable degree of strength, hinting at the fact that despite their fall from grace, the Simon family is much more powerful than it seems.
Personally, I think that they are a former rival of the Vongola, and probably the strongest Mafia organization in the world when Primo and his ragtag group of Guardians came to power. Some time after, a conflict arose between the two groups in which the Vongola emerged victorious, forcing the Simon Family into submission and for one reason or another, into the shadows.
After generations of silence and disappearing from the underworld, only remnants of the Simon Family still exist, namely, Enma and his apparent Guardians. The Ninth Boss, knowing of this history, invited them to Tsuna's Inheritance Ceremony hoping that the Tenth could strike up a friendship with their Boss and effectively put the rivalry to an end. The manga has strongly hinted at Adelheid as the woman responsible for the Giegue Family's defeat and that the Simon Family has ulterior motives behind their support of the Inheritance Ceremony. Something tells me that they're going to use the event to their own advantage.
Perhaps they plan on pronouncing their return to the underground and officially naming Enma as their (coincidentally) Tenth Boss before attempting to decimate the Vongola's upper echelon as a message to all.
