No. Mel ceased to be one as well. They are just short men who are exceedingly buff now.

At this point, no. When Mel goes back to molesting her, she'll go back to it. At this point, Diane seems to be the focal point of the fanservice now.

Nerobasta seems thicker than the SD, to be honest.

It's obviously impossible to ignore Diane but I never considered Elizabeth as a character with considerably large breasts. Besides Giants, who are like that because they are Giants, the only one who comes to mind is Nerobasta.
