Correct me if I'm wrong, but Hakuryuu used belial's magic to control two clone spies of the organization which led to those spies sharing their rukh with the others who make up the meat of Al Thamen. And since their rukh was affected by belial's control, shouldn't that mean that Hakuryuu is technically manipulating Al Thamen because of how the organization is mostly made of the clones that share rukh?
