Done Japanese translation help

I'm trying to learn some japanese by reading manga but I came across a sentence that confused me.

魚の近くの大学か--------
(the dotted line is supposed to be one full solid line and i don't know if that means anything)

I think it is "A college near the ocean?" but I'm not so sure that it's right. Any help is appreciated.
The manga I'm reading is called Grand Blue, for those of you who are wondering.

You also seem to be unsure of that line. In this case, it's indicating that the last vowel is held for a while. It's indicating the character is impressed in a relaxed way, almost like saying it with a yawn to themselves when nobody else can hear. Anime characters do it pretty often to bring up new settings they hadn't heard about until recently. When they do, it's just a slow rise in pitch at the end.

I suspect the main character in the anime Hyouka would do this often. It comes with the territory of detached loner characters especially because they're always thinking things over in their head and expositing things aloud.
