What does this sentence mean?
警察も最近は程度が知れるな化け物なんている訳が無い

The 程度が知れる is bugging me.

Forgive the noobness, but is it something like 'there couldn't be a monster where even the police know of recently' or something?

These are 2 separate sentences. Add a period (。) after 知れるな.

程度が知れる=you can tell the level 
(It has a negative connotation.)

Try opposite. The police say that there ARE, but there can't be such things like monsters.

警察も最近は程度が知れるな:
You can tell the level of the police these days = the police are incompetent these days
