Both ninja are at the level they've displayed thus far in the manga, with one major difference:
NO SHARINGAN.
That's no MS, no EMS, no constant drain on Kakashi's already miniscule chakra reserve... no flames of hell, no warping people to other dimensions, no ethereal skeletal defenders, and no automatic escape from Genjutsu (well, it was never automatic anyway so...whatev).
I'm sure you guys know who I'm giving the win to, but I'd love to hear what arguments you think you can muster in defense of Kakashi first. They have the same speed, but Kakashi has greater taijutsu, intelligence, and Genjutsu. He also has more jutsu (for whatever that counts... it's not like you can make up jutsu for him, you gotta work with what he's shown) Sasuke has better stamina stronger jutsu, and more effective jutsu from what they've both actually shown (save for Raikiri).
Fight takes place on a wide open grassy plane.
