Everyone pretty much agrees that the two strongest countries are Konoha and Kumo.
But who is really the strongest?!
Let's get the strongest of all of them (still loyal and alive) and put them to the test!!
Obviously, we don't know enough about Kumo to get a good idea, but I thought we could pick up the 7 guys from the Cloud that we know and put them against 7 of the strongest from Konoha.
Kumo:
Kage: Raikage
Jinchuriki: Killerbee
Veterans: Darui & Shii
Young: Samui, Omoi & Karui
Konoha
Kage: Tsunade
Jinchuriki: Naruto
Veterans: Kakashi & Gai
Young: 3 of the Genin11, (except Naruto and Sasuke)*
*I suggest Shikamaru, Neji, Lee or Sakura

To me, I see it like this:
Kage : Konoha wins
It would be a close fight.
Both are super strong, and rely heavily on power-attacks.
Raikage definitely has the advantage for the speed, but despite that, I think that Tsunade is stronger for the following reasons:
- Ee is missing one hand
- Tsunade has a lot of variety with her mednin skills (like fucking up the nerve system)
- Tsunade can summon Katsuyu
Jinchuriki : Draw..., or Kumo wins, for now.
This fight is too close. Even I, can't decide.
Naruto is really strong, even more now that he can go into Rikudo-mode.
On the other side, Killerbee is the "perfect Jinchuriki", and he can go into whatever Hachibi-mode he wants in an instant.
Plus, he's the best swordman that we've seen in the manga so far.
Of course, that wouldn't help him a lot if Naruto would throw him a FRS...
I would say it's a draw, but since I didn't put the option for it, I'd have to go with Killerbee.
Although, I'm sure that no long from now, when Naruto has completed his training and get better control over the Kyubbi-modes, Naruto would be able to beat him.
Veterans: Konoha wins
Darui is very good, but Shii didn't impressed me at all. A few genjutsu tricks, and that's all...
Kakashi and Gai are way stronger than those two.
Young: Konoha wins
Samui, Omoi and Karui are strong, but they don't have anything special about them.
Shikamaru is a genius strategist, Neji is the greatest Hyugga ever, Lee is a taijutsu master and Sakura is one of the greatest mednin ever.
No doubt in my mind.
Overall : Konoha wins.
