Yeah, August is on par with an Irene level dragon. He still has to copy dragon slaying magic to damage dragon scales. Jacob cannot hurt a dragon with hand to hand attacks or his knives.

No, if it were humans then he would have stated, he said toughest enemies, and strongest characters, this is absent of any specific species, dragons are enemies and characters, so they fit The bill. Elfman and Lisanna are maybe stronger Too, seeing as one of them can contend with a DE who supposedly slays dragons.
