Rough outline of Luffy’s powers and abilities in One Piece:
Offense:
Luffy can use melee combat, mid-ranged attacks with his rubber body, similarily mid-ranged attacks with haki blasts, and long ranged attacks with Ryou blasts meant to sink ships by puncturing their keels. He can also restrain an enemy at a distance by using Gear 3rd and extending his arm and enlarging his hand midway to grab them quickly and either hold them in place as he did against Katakuri or pull them in towards himself so he can hit them with another attack. With Gear 5th and his ranged punches, he can hit enemies at a distance effectively or grab them and pull them in to restrain them. It would be even stronger if he could use Gear 4th’s homing punch effect to grab an enemy at a long distance with his right arm while using Gear 4th. This would take training, though. His Rubber DF awakening could allow him to punch enemies with summoned rubber arms so that he didn’t have to use his own body. He could even learn to make giant rubber arms from Robin so he didn’t have to use Gear 5th or Gear 4th so often to do large damage. He can also use Conqueror’s Haki on his attacks to do much more damage. Additionally, he could try creating a staff out of rubber that could extend to hit enemies, form rubber constructs at a distance, or be used to block enemies who have weapons. Luffy can also use Ryou-based ranged energy orbs to attack from a distance and destroy enemies from the inside out much more powerfully than his melee attacks can. Because of his ability to combine Gear 5th and Gear 4th, he could use homing punches on enemies who dodge his attacks at close ranges like 20 to 30 meters away. Long range attacks would be attacks like Ryou blasts that he could aim at enemy ships from 100s of meters away to puncture their keel and sink them. He could also use rubber restraints to make enemies unable to fight.
Defense:
Luffy’s rubber body protects him from blunt damage to a large extent. He is vulnerable to sharp attacks, but he can avoid this by using future sight to predict and evade them or potentially by using a created rubber staff to block them. Additionally, he could potentially use rubber barriers or walls to block larger attacks. They could also be wide or large so that powerful attacks could not get through. This would double as an effective way to restrain enemies of less power than Luffy’s barriers. Furthermore, he could make walls around areas to close them off from access so his comrades couldn’t be reached at all. Luffy can turn about 2.5x as large with Gear 4th to become much tougher and stronger while Bound Man lets him take strong attacks. Beyond that, Luffy can turn giant with Gear 5th to become immune to small scale attacks. Luffy’s DF Awakening can let him turn the ground to rubber, which makes it possible to launch enemies into the air in a wide radius around himself so they are vulnerable to his attacks. It’s a possibility that he could learn defensive conqueror’s haki after turning giant with Gear 5th if the situation was intense enough, as he would then need it to defend against attacks for his nakama. He has already used defensive conqueror’s haki on his head and only needs to learn to apply it to his whole body, not just his arms or head. It would even become passive if done right. It would be possible that he could learn this in an intense situation or as a result of a small amount of training. Luffy’s future sight lets him see attacks coming before they are launched. At this point, Luffy would be full on Yonkou level. If he trains, he could learn from Sanji how to sense enemy presences so that enemies surrounding him could be sensed instead of being too numerous to evade and so he can sense invisible enemies. He can also use his Rubber Rubber Fruit DF Awakening to regenerate limbs or other missing body parts.
Mobility:
Gear 2nd lets Luffy move many times faster than a normal human. Additionally, if he used DF awakening in a certain way, he could create lots of rubber poles around an area that he could stretch an arm to at long range, grab onto, and pull himself to. However, this is useless unless he is not using Gear 5th, and he would often not be using it. Gear 4th lets him fly at speeds that could be up to 15x faster than a normal human could run. He can also use Gear 5th to vastly increase his speed far beyond that if he runs in the air. Additionally, he can also move at fast speeds slower than his air movement in Gear 5th by running in the giant form of Gear 5th.
Support:
Luffy can use his future sight to predict what’s going to happen to his allies for a few seconds in advance. Rubber barriers would allow him to put up cover for them and ensure they have some safety against ranged attacks like arrows and bullets and can block off melee enemies from approaching. Nami, Usopp, and Robin are all ranged fighters who would benefit quite a bit from this if they fought. Gear 5th’s gigantification ability makes him a bigger target and also protects his allies from attack. If his allies don't have Devil Fruits, he can use his Rubber Rubber Fruit's DF Awakening to make them immune to blunt damage. He can also use his Rubber Rubber Fruit's DF Awakening to regenerate allied limbs if they are cut off. Luffy can use the rubber rubber fruit’s DF Awakening to turn allied ships into rubber so they are immune to cannonballs and simply reflect them back.
Utility and how he can Win:
Luffy can create rubber clones of himself like Sun Wukong’s hair clones to increase his power, survivability, and speed greatly by fighting in multiple nearby locations at once and defeating lots of weaker pirates or soldiers. Because no Luffy has the navigation skill to control a ship, he can’t create a navy but he can have each Luffy copy take over enemy ships and threaten to kill enemies if they don't disavow murder. He and other Luffies can also create rubber boats for his allies to pilot and phase through enemy ships with his extended arm to open a hole in the keel of an enemy ship to instantly sink it even without his original Ryou Haki abilities, making all Luffys capable of sinking ships if they’re within 200 meters of them, which is beyond cannon range. They just need to learn DF awakening, which is a possibility even if they don't have it at base if a timeskip of a few months occurs and Luffy mass produces an army of Luffy copies. Naturally, he is unbeatable if all these copies are as strong as him, so they probably are not and can only use his non Haki abilities or something like that so that it's not too unfair, and he couldn't make his copies stronger because they could not move outside of the ship and he therefore would have to sacrifice them just to move outside of the ship if these copies work anything like Robin's or Doflamingo's, so he would only make them if he felt like it was a good idea to sacrifice a version of himself. That means it's probably only a usable ability if he's special or something and can only make copies that are able to go any distance from himself, which means Robin might be able to if she learns to develop her abilities further. If this worked, he could send other Luffies across the world to create a network of Vivre Card Eternal Poses without having to obtain Eternal Log Poses himself. Luffies can also send coded messages to other Luffies and Straw Hat allies by using Sea Stone to weaken themselves, which weakens the strength of the Vivre card and lets them send a pre planned coded message to any ally or enemy of theirs. It is a possibility that Luffies have to be within range of the primary Luffy to be sustained as souls and not die from not being sustained by Luffy’s Haki, which could also limit the number of clones he can produce to somewhere between zero under normal circumstances and one if the Straw Hats are about to be killed by an antagonist, but it’s still a possibility that he will instantly learn to create perfect replicas that can go any distance from him. Luffy can also create rubber platform chains to jump between across the ocean, allowing Luffy to create bridges for strong allies and himself to go across. Combined with Robin’s giant arms created at each of these points, he can transport even weaker Straw Hats across the ocean when necessary and let them go onto an enemy ship. Zeus is an alternative transportation option thorugh the air which allows the Straw Hats to remain alive and ready to fight without relying on the Thousand Sunny or while allowing it to leave to another area. If Nami were to head back to Wano after Luffy returns to it as a Yonko, she could obtain the Soul Soul Fruit and become able to create armies of Zeus’ at the cost of some of his life force. He could give a soul to the Thousand Sunny and make it able to navigate without Nami’s help, along with giving them a Vivre Card to the Thousand Sunny which would allow them to track it or their Mini Merries or supplementary ships like Pluton at will and also read their minds telepathically through the Voice of All Things. The Soul Soul Fruit would also give each Straw Hat the ability to fly on a magic broomstick at a faster rate than Zeus could fly while supporting them because smaller objects are faster. They could also give souls to enemy ships and track them through their thought waves via the Voice of All Things letting them make it so enemies that retreat from them reveal their destination. Another way to track enemy ships is to see which direction they are going as they retreat, but this only works if they don’t think of going at a different angle before getting out of your ship’s line of sight. The only problem with Zeuses is that they might choose to be disloyal, so in reality she would only create 5 Zeuses, one for each weaker or mobility-needing Straw Hat to ride and 5 versatile attackers who can destroy any oncoming enemy ships before they get into cannon range, even if they begin an encirclement strategy. Each Zeus would have a teammate Hera so there would be 5 Cloud Beings in total, and each team of two would work with another team of two so that each Zeus and Hera was kept in check by their supervisor Zeus and Hera. Because Zeuses and Heras cannot kill each other, there is no need to fear them killing each other when they turn disloyal. 5 Cloud Beings is enough that Sanji could go about eliminating traitor Zeuses and Heras one by one with his Soul Soul Fruit if they joined the enemy, and if he wanted to play it safe, he’d keep some of them as an advance force so they couldn’t all be next to the ship and ready to destroy it at any time. If Yamato learns conqueror’s haki, she could support Luffy as the second flying Conqueror’s Haki user, and if Gear 5th proves impossible for Luffy to quickly master he could fly around on Zeus using his conqueror’s haki while she flew around on a secondary Zeus. Zeus is an effective anti-ship fighter but his abilities are less powerful against armies of ground troops that are spread out across the ground to a significant degree and not fighting indoors. He is only effective against armies of ground troops if Conqueror’s Haki is used by someone on board him, so all 5 Cloud Beings cannot be super effective against armies all at once. Because Conqueror’s Haki can go a kilometer and a half when used by someone like Luffy, it can be very effective against ground enemies, but only when used by Luffy or Yamato. Yamato is more effective against ground invasions when fighting in a separate area from Luffy so they can both take out thousands of soldiers at once with their Conqueror’s Haki to defend two cities at once. Yamato could fight an admiral for a few minutes, and with the help of Inurashi and Nekomamushi she’d be able to defeat one admiral with difficulty, mostly due to Nekomamushi and Inurashi while she took out the normal soldiers with Conqueror’s Haki and supported them in melee combat. With the help of more Minks capable of strong Haki attacks, she could defeat even a group of two admirals. Luffy can already potentially defeat two admirals on his own with Gear 5th, so it’s redundant for Yamato to be in the same place in Wano as him at any given time if there are more in other areas. Yamato could stay in the Flower Capital with Momonusuke and Nekomamushi and Inurashi while Luffy waited there to go elsewhere in case Wano was invaded and he needed to go to the front lines. Momonusuke could position Pluton at the top of the waterfall to instantly destroy any enemy admiral’s ship at a distance and afterwards get them to retreat. Defending the waterfall is not worth it because if the Blackbeard Pirates invade Wano they will just have Aokiji cut off the waterfall with ice and destroy their navy with Ice Age. Blackbeard will need to go to Wano eventually to secure its Poneglyph because Law has surely destroyed his poneglyph data by now after he saw that Blackbeard was attacking his ship. That means he has a viable reason to go there and invade it. Meanwhile, they will find their way to Elbaf to retrieve Shank’s poneglyph through a Davy Back game with him. They need to defeat Blackbeard before the Marines can choose to invade Wano, and if they defeat and capture Blackbeard and let the World Government execute him, the World Government will consider them good pirates and not go after Wano after they say it is under their protection. Afterwards Shanks would become their friend and they could then make an alliance with Shanks to protect Elbaf if it comes under attack in exchange for Shanks protecting Wano if it comes under attack, which means Luffy has to win against Blackbeard to have a chance at protecting Wano. If he just kills Blackbeard, the World Government will consider him a dangerous threat and still want to go after Wano, which means he has to defend Wano before it can come under attack. Wano is also a good place for Monkey D Dragon and the Revolutionary Army to help defend if they are under attack, it just means that Momonusuke is going to have to be brave and realize the World Government could use that as an excuse to attack Wano due to them harboring the Revolutionary Army.
