Maybe you could just pick a country like Germy used to do. I think we never did China (no pervy jokes here >.>) or Colombia or some other places with big criminal groups.

Twilight feeling...

X-men could be a good theme, actually. The abilities could be due to mutations o.o And we could keep our nicknames, or names close to them, since super heros have stupid names anyway.
