That's too revealing. It can be an assumption but to have it as a definite rule would be overkill. The town would instantly assume they have a Mafia Detective etc. There's many ways to balance setups anyway. If 11 players = 3 mafia, then the town can get strong roles for example to give them a better chance. It's up to the host.11 people 3 mafia? how about 11 people two mafia with strong roles.

On a serious note it's pretty stupid with the new host business. If new hosts with co-hosts can't keep a clean game then it's pretty hopeless for people like Evil and DD to play, as they'd always have to baby sit. New hosts have to be aware of what Evil said after the previous "scandal". During the day: Keep yourself constrained. That's in terms of players bringing up things for the host to answer etc, so the host doesn't influence the game too easily, as well as constraint in liking/thanking posts. At night keep calm and take it SLOW. When I took over a couple games in the past (with help), I always took it super slow and double checked and double thought about every PM I sent.
I'm almost scared to try out hosting (and not just co-hosting/take over a game from another host) in the future now since so many have messed up lately. I'm confident I could do it but it's getting rather silly. I wouldn't want to join the fail list.

s My first game with 24 people + the new roles made this pretty hard, and things didn't go perfect. I guess people had fun though, and there was no huge mistake, but I consider the ToG and OP games a lot better, that went fluent and easily.
