Admirals are all low yonko tier with the exception of lava man at mid to high yonko tier. Garp is low yonko tier with the clause of he might tire out quickly.

There's no retconnection. Cracker is just that strong that's why Doflamingo looks like YC3. Jozu is just that weak that's why Doflamingo looked like YC2+ lmao.
