Naruto - curent version.
Sasuke - curent version.
Kages:

Not ET versions, they are ALIVE.
Naruto's team get's 15 minutes of prep so Naruto can pop clones, chat with Sasuke and whatever else. The Kages don't have line of sight with Naruto/Sasuke before the 15 minutes are done. Naruto is not alowed to summon frogs and start the frog song in this "free time". Sasuke is not allowed to prep Kirin in this time.
Big AOE jutsus (like Jinton used on Madara, Flashdama, huge wall of sand etc) are not allowed in the first 10 seconds of the fight.
Nobody can fly more then 6 meters above the ground (Naruto/Sasuke can't fly and Kage's team can put everybody in the sky and nuke...Sasuke's hawk is not goint to be enough obviously).
Naruto is going to work as a team with Sasuke including following tactics and what not, same goes for Sasuke. No curent "i hate you" BS. :P
Naruto is not going to start speeches and do the best he can to put the enemy team down, same goes for the rest.
Fight takes place in a forest.
Considering the number of things the Kages can pull off its hard for me to think if its balanced. Naruto with Kurama is damn broken but can he, with the help of Sasuke take out all the Kages?
