Alright, it might sound a bit like I'm grasping at straws at first but hear me out. First I want to point out that the hairstyles of Shao and Nemesis Q are virtually identical. Obviously, this doesn't prove much though. But what if Elmore's Children attempted to fight the Wise when they first made their existence known and lost, leaving only Shao alive? We don't currently know what Shao can do so there's nothing to suggest that he couldn't someday be capable of time travel.
He survives until he perfects this power, somehow evading the Wise as they destroy the entire world around him. And then, he begins bringing to people to Psyren. Why? Simply because the atmosphere awakens people's power much faster than it does in the present. In simple terms he believes that if their forces had been larger when they fought the Wise they could have won. Thus anyone who survives and proves that they have a talent for using psi can return home to the present. Once they've come to Psyren enough times to essentially 'max out' their power there they get to stay in the present for good, unknowingly waiting for the showdown with the Wise.
However, if it is in fact Shao why do people who talk turn to ash? Well, we know that the Wise exist in the past from their flyer and they likely existed before that meteor came to Earth. If anyone were to talk there's a chance that the Wise would figure out what was going on and put an end to it. It's also pretty obvious that the future Wise are trying to stop things from their end, since Dholaki intentionally sent Tatsuo to a place he knew Psi users would be to eliminate them all and is now going personally. It doesn't seem like someone with power like his would bother if this was in fact just a game.
