I disagree with a lot of people on this one. It was never about one generation becoming more powerful than the previous, but about succession.
Powerful ninjas will eventually get past their prime and be exceeded by their students, but that doesn't mean that as a general case that the prime champions of one generation will be more powerful than the prime champions of the previous generation. Sure there exist cases in which this is true, but it's not the overarching theme.
