From what has been shown and said about each ninja, i will rate their overall strength from a range of 1-100
1st Hokage- 97.5- Respected by Madara and leader of one of the strongest clans. Has the powerful KK Mokuton
2nd Hokage- 95- The brother of the first hokage. Is said to have been equal in terms of strength to the 1st since the two were brothers and rivals. A bit weaker due to not having Mokuton
3rd Hokage- 100- Considered a GOD among shinobis. Known as the professor and knows all the jutsus of konoha. Said to be the strongest hokage
4th hokage- 100- Considered to be the Greatest ninja the leaf has ever produced. Said to be unsurpassed anyone by kakashi. Created many techniques that is each deadly and revered
5th Hokage- 85- The best healer in konoha and is one of the legendary sannins. Capable of sending enough chakra to heal the whole village
Jiraiya-88 - Sensei of Minato, 4th hokage. A sage who has learn senjutsu and studied countless jutus. Praised by the crazy pein
Orochimaru- 85- A genius said to come not very often. Has studies countless jutsus and fought for the position of the 4th hokage
Itachi- 86- A genius even among the uchiha clan. Anbu captain at age 13 and a memebr of akatsuki
Kisame- 81- Huge chakra pool, comparable to fox chakra naruto. Able to produce high level water jutsus when no water is present.
Kakuzu- 82- Steals the hearts of his victims and gain their elemental techniques. Has fought the 1st, although he lost he was able to escape
Sasori- 82- A puppet master. Has taken down the strongest kazekage and turned him into a puppet. Created a poison so strong that only sakura and tsunade can find an antidote
Hidan-72- While not as strong as other members of akatsuki, his ability can catch any opponent off guard and turn the match around
Deidara- 76- Can use powerful bombs. However, emotionally and psychologically unstable
Pein- 100- possessor of the most powerful dojutsu and has taken down powerhouses like J-man and kakashi.
Madara- 96- Has fought the 1st hokage. Although he lost, he has attained the most powerful form of sharingan and has lived for decades
Konan- 78- Can turn into a paper but weak against sticky goo
Haznou- 88- The leader of the rain village and beat all 3 sannins when they were young. Also gave them the name Sannin.
Kakashi- 78- A high level Jonin. Has a huge chakra pool and can think quickly on his feet. Has mastered the sharingan to such a high level despite not being a uchiha
Gai- 78- A taijutsu expert that has been stated as extremely strong many times
Yamato-77- A clone of the 1st hokage. While his mokuton pales in strength to the 1st, he is still one of konoha's strongest jonins
Asuma- 74- Has elements fire and wind. A deadly combination. Was once a member of the 12 guardian
Kurenai- 70- A genjutsu master. Has a baby with asuma
Naruto- 76- Has mastered senjutsu better and faster then J-man. Has perfected the use of KB like no other and has a hidden jutsu displayed to be extremely lethal
Sasuke- 76- Impressive speed. Has gained the MS and can fight on taijutsu levels comparable to Lee. Also can use powerful lightning elements
Sakura-68- A healer andhas a hell of a puch
Sai- 69- His inks are pretty tough at binding and he seems to be rather intelligent. Strange but smart
Neji- 72- Has mastered the byakugan to extraordinary lengths. HAs yet to show full strength yet
Lee- 70- While strong, he is not proficient with ninjutsu and genjutsu
Ten-ten- 60- A weapon specialist, and.... um I gues that is it
Shino- 64- A freak of nature with power of bugs. Crazy
Kiba- 62- Fast and is once said to have a pretty powerful chakra level
Hinata- 55- Shy but is possibly strong. The true heir to the byakugan. Too bad she has not shown us anything new
Shikamaru- 64- WHile not very strong, his intelligence more then makes up for it
Choji- 60- Has grown to be a splitting image of his father
Ino- 55- HAs mind control jutsus
Gaara- 76- The 5th kazekage. Can create sand in an instant and has stamina that rivals even naruto. Can create powerful Sand shield in an instant strong enough to stop a C3 bomb from deidara and kiminaro's strongest attack.
Temari-70- A jonin of the sand and gaara's sister. Can use powerful wind elements and is very intelligent
Kankuro- 68- A puppet master. Very quick to trick enemies and uses poison
Baki- 74-The jonin master of the sand siblings. He can use high level wind based jutsus and killed hayate
Shizune: 70- She has displayed prowess in medical skills and poison and other qualities. Even kabuto commented on her strength
Kabuto: 76- Before kakashi had MS, kabuto was comparable to him in strength. Now that he has oro within him, he probably has oro's healing powers and such and thus would be stronger. But since we have not since what he is capable of w/ oro's powers and since he is kind of crazy, I will give him a strength index a bit less than kakashi
Yakumo Hatake- Konoha's White Fang- 94- A ledgendary ninja whose strengths are so revered that he is even greater than the sannins
Haku: 70- Has extremely fast speeds and can use lethal ice jutsus. Commented to be close to kakashi's strength in part 1.
Zabuza-70- A jonin from the mist village. Held his own against kakashi in part 1.
Hachibi (8-tails)-- 89- Hachibi is a pretty talented ninja. But he still has not shown much to put himself in the category with the likes of the hokages, pein, madara, etc
90-100: The strongest of the strong
80-90: Jonin to S-class ninjas who are each lethal in their own right
70-80: A group of upcoming ninjas whose strengths are excelling and has shown advance skills
60-70: High class chuunin ninjas
50-60: Ninjas who are said to have gotten stronger but has yet to show any improvement
40-50: Low chuunins/ High genin
30-40:Genin
20-30: Academy students
10-20: Civilians
0-10: insects/ animals LOL
