Hmm, nothing really to say here. So I'll just mention that if you want to find every occurrence of villainous councils who appear as shadowy silhouettes on video screens hilarious I suggest watching Venture Brothers Season 3 Episode 1 "Shadowman 9: In the Cradle of Destiny "
Now onto the review!
Things start off this week with the 12th elder standing before his peers who appear in the form of shadowed silhouettes on the weird green video screens. They basically all tear into the 12th elder for deploying his bodyguards, primarily due to concerns about being exposed by any overt action they might take. Then Crombell arrives and, in honor of his first meeting as an Union elder, they give him final say in this matter. Despite being looked down on a bit by the 12th, Crombell backs him and says that his actions are reasonable given the situation.
Crombell's actions puzzle the 12th and after the meeting is done Crombell's introspection reveals that he is showing this leniency so that the 12th can cause more trouble. He's biding his time untill he can usurp him completely.
Back in Korea, Yuri and Cerberus are discussing how best to investigate all the various suspicious occurrences that have happened. They decide to start off by trying to use the KSA to do the investigating for them and go from there.
Meanwhile Sangeen and Yontsu, who were dismissed by the Union people for the moment, have been sent back to the school to make one last appeal Frankenstein, but they run into trouble in the form of M-21 refusing to allow them on the premises without an appointment. This is the last straw for Yontsu, who gets out of the car and storms toward M-21. Has Yontsu finally been pushed over the edge? We'll find out next week!
Substance
This week we learned that Yuri and Cerberus have come to investigate not just the one incident but basically every incident in the area which is all going to lead back to Raizel's friends in one way or another. The decision to use the KSA should prove significant too; as Sangeen and Yontsu's time at the school has given them half the pieces of the puzzle even if they don't realize it yet. That assuming of course the whole thing isn't exposed next chapter because Yontsu and M-21 hook it.
Which brings me to my favorite part of this chapter, the Yontsu vs M-21 showdown. Yontsu clearly has a temper and M-21, whom as far as she knows is just some douche-bag security guard, has been pushing her buttons since he met her. Unbeknownst to her, he is reacting this way because he is fiercely protective of the students and, while she idealizes her organization, he has seen the worst of what those sort of people can do and the thought of his students being brought into that infuriates him. I suspect under different circumstances both of them would get along great but at this time and in this place they both want to kick each other's ass, and despite the fact that it's not likely to be anything epic, I can't wait to see it.
Presentation
Art was solid for the most part. As I've said before I don't much like the absence of a backgrounds in scenes with Crombell or union leadership. So that scene with the 12th elder suffered for that but the scene with M-21 and Yontsu more than evened that out. I liked the expressiveness and Yontsu's anger continues to rise in the face M-21's unflinching resolution to be as uncooperative as humanly possible. I especially enjoyed the final page.
As for pacing, I thought the scene with elders and Crombell rambled on a bit longer than it needed to but not too badly. There was also a little flashback which, while I hate flashbacks with a burning passion, I'll grant was necessary for the sake of pacing. Everything else was great.
Final Rating
A good chapter. It started off a bit slow with that Union elder meeting but picked up quickly in terms of tension and excitement after that and ended on a high note with Yontsu's and M-21 looking like they might come to blows.
I give this chapter a 4 out 5

- M-21's confrontation with Yontsu will lead to the KSA discovering his background
My Previous Predicitons
None confirmed or proven wrong this week either.- Rael will lose his next battle to the RK-4.
- I think Lee Youn-In is going to be more than just a soon-to-be-forgotten sub-character. I suspect she may have a role in the plot.
- The female operative from the Union will eventually end up on Raizel's side, like M-21 and the others.
- Rael will show up at Raizel's school seeking revenge on him and his human friends.
- The Union guy with the cigarette is going to turn out to be evil, and most likely one of Crombell's men.
- The Agency Director is evil(obviously).
- Na Yontsu will get mixed feeling about recruiting Shin Woo and Ikkan.
- At some point, when dealing with the Agency, Seira will fail restrain herself.
- Raizel will ultimately choose to use himself up completely in order to help his friends.
- The trainees that disappeared are dead or worse.
- Frankenstein will expel the agents from the school but they will not give up pursuing Shin Woo.
- Cerberus will find out the KSA's secret.
- Na Yontsu will fight Cerberus.
- These union people will be a legitimate threat to Frankenstein.
