V cannot gauge Urek , like at all.
Let's look at it step by step, i'll even try to remove my bias to make it clear as day.
evidence 1:
First thought confirms it through and through.
Makes it clear here that he thought if he were closer to his prime he'd have the power to suppress both Urek and Gustang combined which is pure delusion.
evidence 2:
Then the moment he saw Ureks speed, he revised his statement.
Which got us this.
evidence 3:
All three of V's evaluation come from whatever display of power Urek is currently using against him, it's not coming from feeling the depth of his sea like Baam did with Dumas for example.
The prime that V cucked himself to of being unsure he could beat was the Urek that displayed a little more power and speed than what he thought was possible of both times before.
From the most non biased standpoint possible due to current evidence, it is genuinely impossible to scale V, either current or Prime as anywhere near Urek.
you'd have to conveniently disregard the step by step processes laid out for us here of where his judgement comes from and say that it somehow doesn't mean anything, conveniently speaking so mind you.
Scaling V to Urek is unconsolidated wank with actual active proof that points to the reverse situation being more than likely.
