Though you are to recall that Urouge defeated him not too long ago, what he actually speaks to is on a deeper level than that: The Big Mom Pirates, in a short time, have been targeted by a Worst Generation member four times, each more damaging than the last. Kidd sank one of their ships; Urouge took on a Sweet Four General (Snack) and defeated him; Capone covertly rose the ranks in her own organization and, by destroying her most prized possession, was the closest to assassinating Big Mom herself while crashing a wedding and luring Big Mom out to sea; Luffy defeated two more of the Sweet Generals (Cracker and Katakuri) while his crew has inflicted heavy losses onto the Big Mom Pirates and the Charlotte Family, with seemingly no one able to stop them, not even Big Mom. That Snack was pummeled by Urouge and is now witnessing an what Capone and Luffy have been doing made him wise not to underestimate the Worst Generation and that they are getting weaker as an organization the fewer they become in number. He may even be terrified as to what might become of them should another Worst Generation member attack them soon after Capone and Luffy have had their way with them.
