What do you think the Gorosei were referring by "it hasn't awakened for centuries upon centuries"?

  • Devil fruit awakening, legendary due to high difficulty/ very rare awakening.

  • Resurfacing or reappearing of a fruit, legendary given its rarity.

  • Something else (please explain in comments).
