Right, until Luffy becomes PK that is. But again, it's not an actual "seat" that must be filled, so the press doesn't need to name 2 Emperors because 2 lost.

I'm inclined to think it's about vegapunk/new weapon, but perhaps it's just wishful thinking, since I've been saying that he might be aboard the ships for quite a while. Could also be related to Green Bull's powers, and it'd probably make more sense.
That means we're likely to have two more antagonists defeated that will raise Luffy's bounty. One's probably Blackbeard, so who might the second one be?

B.B is definitely one, though I feel he will most likely kill Shanks/Sabo in this arc before that conflict, if there was a pirate Luffy would fight soon it would be Eustass.

BB not directly become Yonko after war, he been acknowledge as 1 after payback war,,
So its no need asap have 4 yonko either, n it also can have 5 yonko just like when BM escape from BM.

2) They r also granting him BM defeat even if it wanst him exactly the one who beat her for some reason? that could also explain why Kidd and Law remain with the same bounty and neither are considered yonkos?

Wouldn't anyone have to hijack the conversation in order to take part in it? It's a private line between the Gorosei and the agents on the boat.
That includes any faction/character in the story.

Most importantly, whoever it is, they had to know that there was a fleet outside of Wano, because they told them to stay put.
Green Bull might be unrelated and Oda just wanted us to think it was him because he ended up appearing one week later, but it sure as hell looks more likely to be someone from within the government who could've been made aware of what was happening in Wano in the background. Considering a single relevant character, who seems pretty lax, ended up appearing one week later, he seems to be the likely suspect.

(I would prefer Vegapunk, though)

I don’t know if its going to be over 1M since this is the first ever pirate/rebel public episode for her. But if she joins for real it could be pretty normal for her to get a bounty.
