Apart from 2 Admirals themselves, there were vice Admirals, other admiral type figures such as Garp and Kong, CP0 members such as Lucci and Kaku (Lucci himself is Sabo level if movie means something) etc. It was going to be a complete stomp

What probably happened was that they just wanted to hide and get information, and rescue Kuma. And Sabo ruined the stealth operation through his impulsive actions

Like, after they got all the intel they want and somehow rescue Kuma. Throw some shade, declare war/revolution and instantly escape.
