He's incredibly overconfident. I'm thinking Kidd, Law and Luffy aren't really in tip-top shape to be fighting Admirals at the moment. I mean, Luffy literally died. I also think Green Bull is potentially a bad match for Luffy if his ability has any trickery involved. Luffy sucks at fights when they aren't just blow-for-blow brawls. Just look at how his first fight(s) against Caesar went. One of the weakest logias in the series beat Luffy because Luffy let his guard down.
Aramaki came to Wano without any orders from those above him and Fujitora has done enough to make Sakazaki angry and he doesn't need to worsen his relationship any further with his superior.
Fujitora also has been shown using the WG's rules against them e.g. he didn't interfere with Doffy and left him to SHs since he was a Shichibukai. I'm guessing he'd say something like Wano is not affiliated with WG so I have no purview to take action (without any direct commands).
Highly doubt that, Oda would never include such obscene panels or scenes in his series.
