The context of the video is that everyone is laughing at the man's laugh.
Hard to tell what the hint is about. Is it something about Laugh's Tale? Information about Blackbeard? Buggy, the clown that amuses.

I think it's less obvious about Buggy, since a clown gif would be more correct. More obvious about Laugh's Tale since the last chapters are about every Yonkous position regarding their ownership of different Road Ponyglyphs.

You have it coming with the revelation of Kuma being of a special race in the same arc where we refocus on BB.

That could also explain

• Why BB wanted to make Bonney = Kuma’s daughter his wife being partly of the same special race
• His power accuracy when sending people away to some distant island. For all we know Kuma may have secretly eaten 2 DFs the second one being a sort of GPS/radar fruit enabling him to dose his strength and direction angle when sending someone away with his first DF.

Eh... I've never heard of this either. His ability to do that is no more ridiculous than other paramecia having grab bag abilities. If anybody has a GPS ability, it's some unseen character on Shanks's crew. Dude just knows exactly where to go and when to show up just in time for something important.

The places Kuma send everyone makes sense for training, except Luffy

It's a surprise how everything turned into Luffy's favor in Amazon Lily... it's almost as if Kuma knew the future

One possibility is that since he and Hancock were both slaves, they know each other, and Kuma expected Luffy to mention him, which would immediately have Hancock help him, but Luffy never did

He did that to draw a warship but he also proposed Bonney to join her crew as his wife. Had Akainu not come he would have probably kept her with him which the Marine probably understood.

His DF powers to repel things and turn intangible things into tangible things do not explain the extent of his repel accuracy. Is Kuma a physicist that already drew a world map and is able to calculate perfectly the repel force to use and angle to choose to make the person perfectly lands on a specific island? Or does he also have a DF powers similar to the Mato Mato no Mi? That is still not clear to me.

Hmmmm, I've never given this any thought, it is a good point. It's strange that kuma would even have the knowledge to send each strawhat to where they could have gotten upgrades. Also, in general kuma sending people places is not exactly a good explanation as to how things developed.

Zoro: Kurugaina Island
Sanji:Okama Island
Franky: Some future island
Robin: That bridge thing
Brook: Namakura Island
Nami: Some sky Island
Ussop:Greenstone
Chopper: Torino Island

Some of this are easy, though not exactly in the powerup sense. Robin was sent to the revolutionaries, franky to a place he could improve his tech, nami to a place where she could learn about weather, chopper to a library. But then luffy in kuja islan... You'd think that's somewhat of a death sentence. Sanji at okama island? It seems almost like luck helped ivankov get back there and set up sanji's training. Kurugaina seems mostly empty, could kuma have planned anything that happened to zoro there? Greenstone? Was kuma's plan for ussop to meet heracles?

So... it's all pretty wonky. Perhaps looking at this from the place angle is not the answer. Perhaps kuma sent the strawhats towards people? But if he did, that also certainly does not explain a lot of strawhats. I suppose he could have pointed some strawhats towards people and others towards places. Though that requires super specific intel of each strawhat and perhaps even kuma deciding what was best for each which is even crazier. Not unviable but, um, damn. I wouldn't be surprised if it turns out this was simply luck an kuma has a sort of shuffle setting to his ability.

Ah, right, the island had a connection to vegapunk. It seems a bit weird to send franky there on account of vegapunk though. Without context it remains difficult to understand how sending luffy to kuja island or zoro to mihawk is anything short of a death sentence. Let alone kuma sending perona there as well. Brook's was also sent to a nonsensical place, him getting his musical career seems mostly random.
