Pein's Jutsu

I just thought about this while reading through the forum. The six paths of pain could all use one distint type of jutsu. But where these abilities transferred from Nagato to the bodies? Could Nagato originally perform all of these techniques himself but stopped after Hanzo crippled him?

If so wouldn't Nagato be the strongest ninja since the Sage.
