My thoughts now are that Orochi may have known something about Pluton, perhaps more than most.

He never uses it to bargain with the Gorosei, but he WAS making ridiculous bargains... specifically, Vegapunk. So maybe he actually knows that it is in Wano and is headed there. Perhaps, however, he never used or mentioned it before as a backup in case Kaido betrayed him. Perhaps he wasn't as trusting of a cutthroat pirate as we are first to assume. If he knew he had Pluton to call upon, or bargain with, then his confidence in his alliance with Kaido makes more sense.

But wait, I asked myself when the idea occurred, didn't Orochi ask for mere battleships? Why yes, he did.

Maybe Orochi found Pluton one way or another. But, how exactly are we to know the battleship is in combat condition? What if it is more advanced than just a million guns? What if it has more advanced features or interface that make even launching or "awakening" it, difficult or impossible for someone of Orochi's knowledge and skillsets? We are all suspecting now that Pluton actually may control the earth, or at least volcanic activity or influence it in some way. It would make sense. Poseidon for the ocean creatures (and a mermaid can control water through Fishman Karate, I strongly suspect Shirahoshi might actually have INSANE potential for water manipulation. We just don't know for certain the full range of Poseidon's abilities. But the oceanic theme is obviously there, Uranus for the weather. But Pluton just a big battleship? think that couldn't, you know, be eventually overwhelmed by modern guns from countless Marine battle battleships + modern lasers?

But very likely, it is now becoming likely that Pluton possesses incredible abilities related to the earth, quite possibly magma/lava/volcanic/tectonic stuff. All definitely fitting for something named Pluton.

So, imagine Orochi going to Pluton with the Old Hag, (The Korozumi were formerly the Shogunate, right? So they'd probably know about its location, or else got it out of Oden's father by torture or trickery.) But when he goes to it, he finds that he can't operate or command it! Or maybe it can be used, but not in a practical way for him. Perhaps there's booby traps or all sorts of practical fail-safes to ensure not just anybody can walk in and take over the bridge. Perhaps it really is advanced technologically that Orochi doesn't even know the first place to start. Perhaps he just fears manipulating something he can't fully control for sure. I mean, if he can read enough of the control mechanism to know it can cause violent eruptions, maybe he feared everything going Krakatoa, taking both the superweapon and himself with it, and chose to leave it as a last resort. Shirahoshi could have destroyed her own island, for instance, by ACCIDENT, as a child. Superweapons are the most feared thing in One Piece. It would not be surprising that Orochi, unlike ignorant and stupid Spandam, faced with the true nature of Pluton, chose to not mess with the beast. Or again, could not due to technological disparity between it and himself.

There is also the possibility that Pluton is in a damaged, compromised condition. Perhaps it was damaged or intentionally scuttled or "drydocked" or "marooned" after whatever happened during the Void Century. So it may well be it CAN'T be easily activated. Or, more likely, that its primary systems or real threat potential are simply "locked." So it can operate, but its true power is impossible to access.

But who could know how to operate or figure out this machine? Who else but Ceaser Clown! Vegapunk? And battleships? Maybe Orochi wanted them as escorts or for another purpose. Perhaps the brief bargaining exchange with CP0 was just that, bargaining, haggling. He may not even truly want Vegapunk, but maybe can convince them to give their next best, or at least one scientist or engineer good enough to reliably give him what he wants, in time.

The battleships make me suspect there could be more to Orochi's general plans, or that maybe he feels Pluton is threatened in some way. Escort craft for instance to help fend off boarding parties. Though my suspicion is that the warships would be for carrying materials to and from Wano. If they are official WG Battleships, well, we all know how useful those were to me and others! Zehahahahhah! Perhaps Orochi plans to sail into dangerous areas he knows Marine Battleships can cross, or to resource locations/islands that will open fire on pirate ships, but never a specially loaned Marine Battleship. He could go anywhere that's not pirate operated, and send an ignorant Kaido to places Marine ships aren't welcome. And all while keeping Wano ships out of open seas and therefore the country "closed".

If Pluton is compromised in some way, let's say intentionally so or from damage from the Void Century, Orochi figures Vegapunk might need some of those ships to ferry equipment or the necessary materials to and from Wano. It would probably be easier to avoid inspection too, if he were using the Marine's own ships instead of some suspicious pirate vessel or never-before-seen Wano-kuni ship for transport. The possibilities there are numerous.

Either way, it would explain where he's going. Perhaps Big Mom and Kaido, as I dearly hope, are washing ashore even as we speak in front of Pluton. Orochi may already be inside, desperately trying to get it to operate, or even explode, taking Wano with him in a final act of vengeance on hated Wano (and I'd chear him the whole way at this point. My distaste for the Wano arc is complete at this stage, or at least everything prior to the Big Break).

Kaido, Big Mom and a vengeance fueled Orochi, whom they can't kill in their new circumstances and have no reason to fight instead of negotiate with (if Apoo can avoid getting dogpiled and burned alive or drowned by the Kidd pirates and the Alliance, then sure as hell Orochi and Kaido can make up and get on with sharing overwhelming and nigh-absolute power. Especially if Kaido and Linlin have almost no clue how to operate the ship, and Orochi has.... well, at least more experience with it. Who knows, it may require specific bloodlines, or taken genetic imprints of the first person post-Void Century to enter (Orochi possibly), or maybe it is easy to operate but just isn't working and Orochi has been doing more than we realize. Maybe some smart Wano people are down there, loyally working on Orochi's great battleship that will let him invade on countries with ease. Mayhaps that was his ultimate goal and why he was bent on destroying his country. Flower Capital was a joke. How it could sustain itself forever, I got no clue. Same with him expecting Kaido to ally with him without eventually betraying him.

This always bothered me. Orochi was a master manipulator, liar and devious, vindictive man. He was by no means stupid. Maybe not the brightest, but there are plenty of stars in the sky dimmer than him. Spandam for instance. Orochi at least is not a slapstick character. Physically, he's half decent. Would probably be strong if he'd applied himself right. His Devil Fruit so far has made him immune to decapitation at least. Anyway, him expecting Kaido to always honor the deal is.... a ridiculous notion. In fact, the whole notion is silly. What did he expect? Sure he was surprised and angry, it was the festival after all. And just because you suspect a betrayal is coming, in no way implies or requires you to not be OUTRAGED, or even surprised, by its finally happening or the the timing thereof. It WAS the Fire Festival after all, or whatever they called it. He was having fun! A hated neusance was about to be killed! And he was betrayed and beheaded right then instead! How RUDE. Kaido could'a waited until the brat was dead at least... you get the point I hope.

It would make more sense to me if Orochi had a fallback plan besides his beloved spy's amazing physical durability and capacity to ignite Onigashima's incredibly powerful explosives. It really would. He has the battleship. Very likely he can't use it yet directly, so he's hoping for that and biding his time, trying to negotiate with getting someone who surely CAN, if nobody else can, make it work, and all while his relationship with Kaido is still in the green, rather than red. It just turned a deep, bloody crimson at the moment Orochi did not find at all convenient or funny, and likely before he'd gotten far with unlocking Pluton.

That, or Oda will go the lazy route, forget the Vegapunk plotline, leave it hanging as an absolutely insane request by Orochi, and just have him randomly board the ship or find or something. If not for this, I can't see a good way for him to go, unless somehow he is found by Momo and eaten, or maybe his grandfather. Either way, he's stuck around for so long, it would please me to know Oda actually had a relevant meaning behind his character's existance. Because otherwise it should have been long over against Komurasaki. And be rid of the dangling threat. And there are too many. Hopefully this one leads to Pluton. That's where all the strings should be attaching at the end of this loooong, terribly written arc.
