Well, here's a little error in reasoning. The moderators are users as well 
You seem to say that we don't care much for TRC which isn't true. Very few of the staff don't read the series and all members of the former TRC HQ Edited Manga group 'Hyuu~ Scans' are moderators here at MH. They were the ones who built this section up.
Everyone who's part of the staff got modded because of his/her activity on this forum. The decisions of the staff aren't made from above but from within the community and this is in MH's case first and foremost from the viewpoint of those who bring manga to the people.
The discussion sections serve mainly a supporting role in this, they're not the focus. Although some of our discussion sections are very big and detailed (Naruto being the biggest) but this has mostly to do with how MH was created, as a spin-off of the Narutofan forums, being heavy WSJ-centriyc in it's early days.
The wide majority of manga here only has a single thread. Sections get created when there's enough user activity and get closed when they become inactive. We're very dynamic on this and this is what allows us to feature a unlimited number of series, from recent popular ones over classics till lesser known underground manga. You can only do this when you don't focus on certain series too deep and too long.
