Are these two names the same place?

Red light district: Wangnan, Karaka, Bellerire.
Red dump: Boss, Captain, Ragna,...

According to Bellerire's flashback, the scene where he lives has endless red lights. It fits the name of the red light district. (Ss3 ep 197 - ch614).
But the story Bellerire told Gustang made it sound like he didn't live in the red dump. (Ss3 ep 224 - ch641)
But in the case of the red dump, the people there claim to be from the dump. They don't say anything about the lights or the red light district.

So that means the prince of the red light district is the prince of the red dump.

According to Bellerire, in the language of the red dump, the word Zahard means King or Leader. There are some rulers there who call themselves Zahard.

So Wangnan is a prince of red dump , does that mean he is their son?

The reason I have doubts about these two being the same is because the RD is apparently in another dimension within the Tower. I could be wrong, but I had the impression that Wangnan's place was hidden, but not litterally in another dimension. How did he escape then?

It seems that someone escaped before being sealed (Boss), but the rest (Captain, Ratna,...) seem to have gone through the bracelet.
It's may that they went to the same place. But one group was already outside, one group only escaped after Gustang got the bracelet.

Also, Enne also knows about the red dump, at least someone must have told her, or she went there. It might also be related to Arlene's pocket that Enne found, Arlene also left the tower somehow related to that dimension.

Did Gustang write it down in the book or did Arlene leave it in her pocket?

Enne has some connection to the red light district but we don't know what it is. It sounds extreme that her prison would be there but we also can't rule it out. Or maybe she was sealed in a space like the red light district but not actually the red light district. Oh, maybe the key to ennes prison was thrown into the red light district... Which could justify the gang making the trip.
